Achievement of solving educational issues in developing countries.


Project on Improvement of Human Resource Development System of State Tax Service of Kyrgyz Republic

KnowledgeDeliver is introduced in PROJECT ON IMPROVEMENT OF HUMAN RESOURCE DEVELOPMENT SYSTEM OF STATE TAX SERVICE OF THE KYRGYZ REPUBLIC which is funded by Japan International Cooperation Agency (JICA). The project is implemented by joint enterprises of Kinzai Institute for Financial Affairs, Inc., Pacsa Inc. and Digital-knowledge Co., Ltd. (DK)

Current situation and issue

State Tax Service (STS) employs 2,200 officials who work in 63 tax offices throughout the country. Kyrgyz Republic joined the Eurasian Economic Union (EAEU) in August 2015 which led to major changes in the tax system. Enhancement of capacities of tax officials became an argent issue to deal with frequent changes. However, there is only three (3) staff in the training center at STS which results in significantly limited capacity in the context of curriculum development, development of teaching materials and effective implementation of trainings.

It seems certain that tax officials are unable to leave their offices due to busy schedule. In addition, over 4,000m mountains surround 98% of the land divides north and south as well as east and west region. Therefore, it is not easy for travelling to rural region. In particular, delay of skill development is a serious problem. Even if they are able to participate in the training, attendance and evaluation of degree of understanding of each participant are not recorded at all.

Furthermore, tax collection rates increased year by year after changing the government in 2012. However, the collection rate is still low and it seems certain that there are many tax evaders. Enhancement of capabilities of tax officials and establishment of human resource development system are urgent needs for efficient implementation of tax policy and improvement of collection rates.

Activity

The project was implemented in the following four phases.
  1. Investigation related to infrastructure development of remote education system between July 2017 and April 2018.
  2. Phase 1 between June and September 2018.
    Based on the human resources development plan and pilot training courses which were decided through discussions, the system requirements are revised, and a decision was made for the required specifications of the equipment to be procured.
  3. Phase 2 in October 2018
    The project examines introduction of distance education system and modules of teaching material.
  4. Phase 3 between November 2019 and November 2020
    Establishment of remote education system, development and implementation of pilot training of three training modules (for new employee, mid-career employee and taxpayer TOT).

In order to implement distance education, KnowledgeDeliver together with server and shooting equipment were handed over from JICA to STS in July 2019.
