Achievement of solving educational issues in developing countries.


Enhancement of capacity of tax officials and Improvement of tax collection rates in Kyrgyz Republic

With a proud track record of installation over 1,200, Digital Knowledge Co., Ltd. as one of the largest e-learning solutions company in Japan proposed SDGs BUSINESS MODEL FORMULATION SURVEY WITH THE PRIVATE SECTOR FOR INTRODUCTION OF LEARNING MANAGEMENT SYSTEM (LMS) FOR CAPACITY BUILDING OF GOVERNMENT AGENCY STAFF. Japan International Cooperation Agency (JICA) adopted it in January 2016.


The survey aims to improve capacity of tax officials and tax collection rates. It plans to conduct needs assessment of the government tax institution, preparation of specification of e-learning system, and checking necessary communication and server environment.

Background of the survey

Aiming for economic development through implementation of efficient tax and customs policy, the government held seminars and trainings for tax officials in a central city of each region. However, many of officials are unable to participate in them since most training are conducted during working hours. In particular, officials education gets behind in remote area.

Expected result

Tax collection rates are stagnated about 18% in 2014 in Kyrgyz Republic. Enhancement of capacity of tax officials and improve tax collection rates are expected through introduction of e-learning system for 2,256 tax officials in 61 tax offices throughout the country.
