Achievement of solving educational issues in developing countries.


Mongolian General Department of Taxation project

E-Learning system “KnowledgeDeliver” of Digital Knowledge Co., Ltd. was adopted as a distance education tool of “THE PROJECT FOR NEW TAX LAW ENFORCEMENT BY STRENGTHENING CAPACITY OF IMPLEMENTATION OF MONGOLIAN TAX ADMINISTRATION” which is conducted by Japan International Cooperation Agency (JICA).

The project is conducted to improve the training system in Mongolian General Department of Taxation (GDT) and to enhance capacity of GDT officials.

Current status and issues of GDT

In March 2019, Mongolian parliament approved the revised bill, and since then, major changes have been applied, such as the legalization of the “Risk management system for Tax Authority” which incorporates new principles for international taxation into the general tax law. It is urgent to enhance capacity of all GDT officials and to improve the training system, in order for tax administration to be properly managed in accordance with the revised tax law. Currently, it is difficult to conduct group trainings due to COVID-19, therefore there is a need to solve the problem by introducing a new online education system for GDT officials.

Expected effects

In this project, it is expected to build the effective training system for GDT officials and enhance their capacity, by utilizing the e-Learning system “KnowledgeDeliver” and our knowledge of distance education. To be more specific, we aim to realize efficient an effective training management by providing an online education system with Mongolian language support through creating environment in which GDT officials can flexibly take courses using PC and smartphone. We also make efforts to develop a training management system which allows to reduce administrative workload. We advance operational design and efforts to ensure sustainable local operation after the project end.

In addition to serving as director of Japan’s largest e-Learning group organization “e-Learning Consortium Japan” and running Japan’s only comprehensive e-Learning forum “e-Learning Award Forum”, we participate in various other social contribution initiatives to further the development of e-Learning, such as the e-Learning Association, ICT Education Promotion Council of Japan and The University CIO Forum. Moreover, capitalizing on our more than 26 years of experience in e-Learning and with the aim of contributing to society, we established the e-Learning Strategy Research Institute in April 2007, which conducts studies and research into e-Learning technologies, market and educational effects. In addition, we are simultaneously engaged in support activities targeting people studying IT technology at vocational training schools with the goal of re-employment in web-based industries.
